VIC:Two police officers disciplined over death

Two Victoria Police officers have faced a disciplinary hearing following the death
of a man who was hit by a truck and killed .. after he was dropped off on a rural Victorian
highway in 2006.

PAUL CARTER was left on the Sturt Highway by Mildura members NIGEL HOYLE and STEVE
RITCHIE on August 5 .. after the 34-year-old indigenous man had been picked up and "processed"

for drinking.

His former girlfriend DULCIE SIMPSON had asked police to collect him from her home
.. as he'd been drinking heavily and had become rowdy after the death of his brother that
day.

At the time he was dropped off Mr CARTER had registered a blood-alcohol reading of
0.17 .. was wearing only light non-reflective clothing and the outside temperature was
six degrees Celsius.

Victoria Police says after today's hearing one senior constable will be transferred
out of the Mildura police service area for 12 months .. while the other's been placed
on a good behaviour bond for 12 months.
