NSW:Kelly acted corruptly over land deal: IC=2

The report found that Mr Kelly created the letter himself and mislead public officials
that it was real.

Criminal charges should be considered against Mr Kelly, Mr Watkins and Mr Costello,
the ICAC recommended.

"The commission is of the opinion that consideration should be given to obtaining
the advice of the Director of Public Prosecutions with respect to the prosecution of Messrs
Watkins, Kelly and Costello for various criminal offences," it said.
